P300-M domestic airport to rise in southern tip of Luzon

BULAN, Sorsogon—A P300-million commercial air transport hub will soon rise at a vast plain of this prime coastal town as one component of the government’s P15.5-billion eight-airport project set for completion this year.

It will be called the Bulan Domestic Airport and preparations for the full-blown implementation of this project such as site and right-of-way acquisitions and architectural surveys, among others, have been completed and “we are only awaiting the initial release of funds so that the construction proper is started,” Sorsogon Second District Rep. Jose Solis said over the weekend.

Once completed and made operational, this facility will formalize Bicol’s entry into the five super regions in the country with enhanced competitive advantages in terms of tourism and efficient mode of transport for goods and passengers, Solis said.

This eight-airport project that includes one in Casiguran, Quezon; Kalibo, Aklan; Iloilo; Bacolod; Western Visayas; Siargao, Ozamis and Cotabato is part of the 31 priority airport projects costing P94.37 billion that are targeted to be completed by 2011 under the government’s Medium-Term Public Investment Program (MTPIP).

Under this program, 10 new airports would be constructed and 21 others would be improved as among the social paybacks from the implementation of fiscal and other economic reforms of the Arroyo administration, Solis said.

At least 16 of them are in the Central Philippines, six in the North Luzon Agribusiness Quadrangle, seven in Mindanao and two in the Luzon Urban Beltway that would improve the transport of agricultural products and provide access to key tourism destinations nationwide, he said.

Insofar as Bicol region is concerned, Solis said Bulan Airport would not only decongest the existing Legazpi Domestic Airport in Albay but serve as the main facility for air cargoes and passengers coming in and going out of Sorsogon and Ticao Island of Masbate.

  1. Wow! This is a welcome development. With an airport and a RORO, it is not impossible to see Bulan as a business and environmental hub of the region and of the whole country as well. Hopefully the municipal government can also present their plans on how to maximize the benefits of these developments. It is always better to be pro-active for as the saying goes: A stitch in time saves nine.

  2. I like this proverb which means that a task should be completed immediately, or you will have nine times the work when you succumb to our famous manãna habit.
    With the municipal government, I really do not know about their development plan- if there is any. They have their website but it seems that they cannot even maintain it. It’s never updated which already shows that things are not running well as it should in our modern time. I hope Bulan will not forever be behind the Moon , i.e., old-fashioned. Bulan behind Bulan?

  5. If Bulan will not have an airport, then you would be forever dependent on Legazpi for fast transportation. 🙂

    But I agree in part with True Faith. There are more immediate things that need to be prioritized. As True Faith mentioned, one of these is peace and order. If there exists an airport with peace and order remaining un-addressed, no commercial liner will take the risk of running a flight from Manila to Bulan. Mahal ang eroplano. Even the tourists will have second thoughts. Makaskas ngani an biyahe pag-abot mo sa banwaan aagawon sana an cellphone mo o bag mo… that’s something. And even everything dahil kun medyo malas, baka natamaan pa kan bala na para kuta sa sarong pulis.

    This leads us back to the idea of holistic development (discussed in other articles here in Bulan Observer). In looking at development, we should not only look at infrastructures (airports, new buildings, malls, etc.) but also in the social and cultural aspects. Any mayor cannot do it alone. He/she needs to the support as well as the cooperation (see Rudy B’s comments) of the constituency. But the questions now are: How open is the mayor to allow (or accept) inputs from the constituency? And, up to how many members of the population will benefit if in case such inputs will be translated into programs?

    But I think the mayor of Bulan also listens… and reads. Proof is the comment posted here in this blog. Well… that’s a start.

    …that unless the poor are determined not to be poor, poverty cannot be solved. Poverty is best abolished by the development of consciousness. Next step is to – create employment opportunities and other forms of livelihood projects, including access to education, etc. To reiterate, poverty is eliminated by, generating more employment; raising the level of minimum education; making the social elite aware of the possibility of removing it; presenting the LGU concrete programs of prosperity; educating the public opinion that poverty is not inevitable.

    and/or, Fights poverty by addressing the problem of injustice, and unsolved crimes,

    Or, Fights poverty by addressing the problem of ignorance, Fights poverty by promoting productivity, creativity, innovativeness,

    Or, Fights poverty by giving communities the power and resources to solve their own problems,

    … AND, IF I MAY SUGGEST, the present administration (LGU-Bulan) should prioritize the following concerns and issues toward economic progress and prosperity of Bulan in the year and years to come, (as cited in my previous article, re, poverty), such as, at the risk of being repetitious: ff;

    1. To properly address the root cause of poverty, (review the economic & livelihood program) and alleviate the same by creating more jobs. And by all means, accelerate anti-hunger campaign as a priority program of the LGU-Bulan. Because, in order to combat poverty, we must eradicate corruption (obsolete na ito), as stealing of funds or red tape is prohibited, in government projects so that both the big and small entrepreneurs could create wealth and jobs with least expense.

    2. To continuously encourage & invite more and more businessmen (local or foreign) to invest in the town’s economy.

    3. To address the peace and order in the locality, because the economic development or progress of a particular place is solely dependent upon its peace & order situation/political stability. (kapag maribok, may baradilan, may hiriran an mga pulitiko, wara man sin negosyante na mamumuhunan)

    4. To accelerate and increase (LGU) government earnings or revenues either thru raising the effective collection of taxes, etc. as one components of poverty alleviation. (similar to that of the quezon city govt. tax collection program)

    5. To improve healthcare system thru subsidize medicines available in all barangay health centers.

    6. To conduct monthly feeding program in all government elementary schools in the barangays. There are thousands of malnourished pupils in the public elementary schools right now. (kay an malungsi o baog na bata na an color pareho san hinog na guyabano deri gumagana an utak sa eskwelahan)

    7. To access to education, especially the poor, and the deserving, as education is one of the most important weapons in the fight against poverty, etc.

    Don’t lose your faith in the future of our town just because of these unpleasant things you see around you. It is hard but there is no fight for progress that’s easy.Things will get better if we work together, convince our leaders that now is the time to act and put the welfare of the town first. We need to redefine many things in Bulan for us to move forward. Your concern about our airport and the need to prioritize things are justified. But you need to see that this Bulan Airport is not a project of the local municipality but of the national government. So the whole budget of building and maintaining this Bulan Airport will come from the national government. This will not empty our local kaban (other things being equal ). If you look at the good things it will bring to our town, then we need only to welcome this opportunity. Bulan will benefit from it for any place with an airport connects it to the world. Being connected nowadays is extremely important for economic growth. This will contribute to our means of fighting poverty (see atty. benji’s suggestions above.). Above all, this will connect people and encourage more Bulanians living abroad to frequent their homecomings. I for one am excited about it and waiting for the moment when it will be in operation so I can plan my next visit to our town. It’s now the duty of the people of Bulan and the local government to help one another in making Bulan a clean, organized, peaceful and friendly town so that travelers from all over the country and the rest of the world will see in our town a viable place for starting a business. Once we achieve this effect, then that’s the start of a new Bulan. So we should put these in our heads and think positive for only then we can achieve a brighter Bulan! We need new things happening in Bulan to motivate our kabungtos, to give them new perspectives and Bergson’s elan vital. Listen to Huxley’s experience of bergsonian elan vital for you to understand what’s meant by it so you can relate it to our goal for Bulan:

    It is my wish that this Bergson’s elan vital be a daily experience among us Bulanians, this “driving force of progress ” especially for our town leaders. Let’s us be dedicated to our duty and to Bulan, focus our energy to things that help the town, indeed, to things that count in the end.

True Faith, don’t worry about the source of funds for the Airport project because the latter is not the project of the LGU Bulan, the P15-Million funds allocated by Congress for the construction and renovation of the Bulan Airport, per newspaper interview, Cong. Joey Solis said that it would come solely from the “kaban” of the national government, and once the initial fund/s is released the contruction would be started soon, (wara man tabi sin sayo na sentimos na gagastuson sine an LGU-Bulan), but mind you, the economic advantage of the project will surely benefit the whole municipality of Bulan and its people.

    But even then, this gives no reason for the Local Government of Bulan to sit back and relax. The LGU needs to work double time. Ayuson an peace and order, an socio-economic situation, etc. Maraoton na may eroplano na diyan sa Bulan tapos pag-luwas mo sa airport masasabat mo mga snatcher, etc. o kaya sasakayan mo su iniistorya ni Atty. Benjie na parapadyak. Instead of encouraging tourists, magduduwa-duwa na lugod na mag-diyan sa Bulan dahil baka matunaw lang an puso mo sa pagkaherak. Ikaduwa, dapat na magmaniogot na an lokal na gobyerno dahil tax kan ibang mga Pilipino an gagamiton para sa airport construction. Makasupog. Dai bale na kung tax kan mga Bikolano ta kami automatic na mabenepisyo sa proyekto lalo kun dai makalapag sa Legazpi an eroplano dahil naraot su airport o kaya me ibang kaulangan. Tsaka an mga turista na hale saindo automatic gusto man kaan hilingon an Bulkang Mayon o gusto man kaan pa-Naga para sa Penafrancia. Pero isipon na lang an mga tax kan mga tawo sa Mindanao na labi-labi man an pagtios tapos masasayang lang sa Bulan? That’s the reason why I and the others are pushing for a pro-active stance on the part of the LGU. Bago pa man i-implementar an proyekto na airport, dapat me mga nakaabang ng plano para dai man masayang an mga esfuerzos.

  11. If the construction of Bulan Airport is going on now, where is your Hospital? Just imagine having a nice airport without any emergency hospital. Surely people will come to Bulan as a link to different Islands near Bulan. Bulan will be visited by tourists, not only local but foreign visitors. It would be ideal if you combine both, the Airport and a Hospital. The reconstruction and development of the Gotladera Hospital in Pawa is advisable.This combination is practically wise. If this will be done people will never forget you and I would congratulate you in advance if this vision will be materialized.Think about it Mrs. Mayor Helen de Castro.

  12. The SONA 2007 Technical Report is talking about a PH15 million Bulan Airport project but some reports are talking about a PH 300 million Bulan Airport Project. This should be clarified by anyone directly involved with this project, probably Congressman Solis if he happens to visit Bulan Observer.

    ,consider the ff;

    The Office of the Press Secretary’s executive report (re, PGMA’s Super Regions’ Accomplishments).

    The report declared that:

    “The Bulan Airport in Sorsogon is a Php65-Million project that will provide tourists better access to the famous Butanding or whale sharks. The parcellary survey for the airport is already complete, while runway upgrading is 15% complete and right-of-way acquisition is ongoing. Target completion date of the whole project is March 2008.”

    On the other hand, as per SONA 2007 Executive Summary Report. It reported a conflicting amount or figures.

    The said report stated that:

    “The Bulan Airport in Sorsogon is a Php15-Million project that will provide tourists better access to the famous Butanding or whale sharks. The parcellary survey is already complete, while the runway upgrading is in the bidding stage and right-of-way acquisition is ongoing. Target completion date of the whole project is in 2008.”

    While, as published in the Business Mirror, a newspaper of general circulation and other similar newspapers.

    I would absolutely agree with mr. jun asuncion that this conflicting reports and figures/amount, re costs/expenditures of the bulan airport development project, need to be clarified and properly explained to the people.

    We (taxpayers or not taxpayers, constituents or not) deserve to know the truth and nothing but the whole truth, after all, “kwarta baga tabi ine san tawo na ginastos san pag-develop o pag-rehabilitate san bulan airport.

  15. Sorry, just drop by. What happened now to Bulan Airport? Is this one of those sources of corruption for the National Government officials?

    Look up people, we’re paying taxes…too high for us, too small for the politicians to appreciate it.

    Mga inutil! Inuuna nyo pa ang luho kesa kalam ng sikmura! Sa halip magtayo kayo ng mga pagawaan, gawing lokal ang pag-develop ng mga coco products, pili, fish products..dahil yon ang mga nakukuha sa Bulan. Inuuna nyo ang pagyayabang sa Airport na yan! Tingnan nyo na lang ang Airport sa Sorsogon City na nasa Bacon, ano ang nangyari? White elephant din! Do you think mas maganda ang access sa Bulan kaysa sa Bacon? May matino man lang bang Hotel sa Bulan? Hospital? Malamang sa hindi maisasama yang Bulan Airport na yan sa mga nilulomot na estraktura na pinundohan ng gobyerno ng milyong-milyong halaga na wala namang nakinabang kundi ang mga pulitiko at kontraktor na nagpapasasa sa kickbacks.

    May isa pang itinatayong Airport sa may Anislag, Albay! Sagad sa buto ang pagkagarapal ng mga pulitiko ngayon! May makuhanan lang ng perang makukurakot, biruin nyong every 60kms may airport! May balak yata bumili ng eroplano ang bawat mayors at governors, at lahat ng pulitiko!!!

    Hoy mag-isip isip nga kayo! Marami ng airports, buildings, waiting shed, ambulance na di naman pang-emergency kundi pang-private na lakad ni mayor at alipores, makatyempo ka naman ng ambulance bulok na ikaw pa ang magpapagasolina at magbabayad sa driver, tangina talaga!     Watch out mga tsong! Malapit na ang eleksyon, alin kayang kalsada ang titirahin ni Mayor ngayon? saan kaya babadera ang pangalan nya? 3 yrs ang terms ng mga yan, at ang last year nila don mo lang makikitang may mga gumagawa publicly!

    Thanks for your visit, no need to be sorry, you are most welcome. Democratic debate allows us an ample room for our views and concerns and even emotions. Your pathetic comment has a place here in Bulan Observer because you still manage to avoid using harsh words at the same time without compromising the genuineness of your feelings as you expressed them with such a wotan intensity that would surely rouse readers of this site to jump out of their seats and to be more critical and vigilant to the things going on around them.

    These things you just attacked are not new to us. The Philippines had undergone revolutions of all sorts but we remained a poorly managed nation, unable to make use positively that surge of pathetic power that occured for instance in Edsa 1 & 2. That’s why I’m cautious now when talking about people’s power and rebellions in our country for it seems that we Filipinos do not really understand how to handle our emotions and to use them for a real change. It’s not in the energetic emotional area that we have the deficiency but in character area. The fires of Edsa 1&2 were a majestic show of our ningas-cogon attitude and crab mentality for after that no substantial positive change occured instead we pulled each other down again, kanya-kanya uli lahat. In such an infantile atmosphere and political attitude, our nation can only deteriorate more and more.

    Our purpose with Bulan Observer is to make use of the modern media to reach our local officials and remind them of their duty and obligation to the people of Bulan and also to encourage our kababayans to participate constructively in the political process. Quarelling with them and insulting them just because they are politicians is also not the right way but we do not close our mouths when it is necessary to speak. I am in the opinion that we can bring out the best in them if we respect them, offer them our help, consider them as tagabulans also and not as intruding thieves from somewhere else. I think that it’s not in an atmosphere of animosity but in an atmosphere of trust that we can all work together for a better Bulan, each in his own way.

    This is now the point that many do not understand. Many are writing me letters insisting me to show by way of actions things that I am writing about. Some are even talking about organizing a rebellion in Bulan. I think many of these people are missing the points that I have defined in About Bulan Observer. Many are just moved by emotions without really understanding the whole concept of our endeavor, accusing me that nothing can be achieved just by talking. There is a truth in that but only the half of it. The fact that Bulan Observer’s readership has grown that fast in only a year is for me a small part of the mission already accomplished. I am not an employed civil servant and I did not promise anybody concrete projects other than the establishment of this on-line platform for us to exchange views and ideas and to observe our towm from all sides. The fact that I am talking with you now Jack is a sign that more and more people will be visiting us and talking about their concerns for Bulan in the next years. It will come a time when our Bulan politicians can no longer afford to ignore the loud protests and calls for betterment radiating from this site. If some will be acting out according to their own temperament then that’s their way. I have my own way of expressing my loyalty to our little town. I did not promise for more.

    The Bulan airport is a national project, financed not by the municipality itself. If in your opinion this is just another way of stealing people’s money you have all the right to suspect. At one point I suspected also due to different versions of the total costs of this project and also because I have lost my trust to Congressman Solis after I have searched the internet day and night for publications where his name appeared. Nobody has updated us with the latest about this project. Kung linulumot na na hindi pa man tapos, eh, tama ka, this project is another gigantic trophy for Solis that would remind us tagabulans of a Thief Of Bulan and how a great disgrace Arroyo’s kleptomanic administration really is.

    Yes, election time again. I hope that our local officials in Bulan understand the meaning of this worldwide financial crisis not as a justification to go from door to door on the eve of election and distribute cash envelopes but rather show to our people the decent side of politics in spite of crisis- at least in Bulan.

  18. Salamatonon sa pag-agi. Yes, your concern is our concern. And we respect everybody in Bulan but each one should strive to be respected also- that’s our simple obligation.
    Try to read Mayor De Castro’s 2007 & 2008 reports with regards to the hospital issue. We also hope that her future reports will be in Tagalog or English since quite a few people have been requesting for it.
    The attack that happened to her house last time is actually also a public matter but we didn’t hear any clarifying comment from the Information officer of LGU-Bulan. Such little thing affects the public trust and will in the long run destroy everything: Just think of the little cracks on a clay pot or on the building walls; with time the pot breaks and the building collapses.

    I agree with the building of domestic airport in Bulan. It is a progress. It will provide jobs for bulanenos. I am just wondering about other infrastructure plans that will follow after the domestic airport is ready. How about hotel accomadations for visitors, restaurants open 24/7, supermarkets, mode of transportation to and from the airport and security situations. Just curious.

  21. Yes, I do like the idea of Bulan becoming a city in the near future. The domestic airport will attract business investors into our town. Businesses will start sprouting in the horizon. Factories and home industry, native handicrafts are good business ideas to start. Plenty of available jobs for the people We have to take into consideration though that right now, Bulan is nice, quiet, peaceful with occasional domestic violence but not very often and it is controllable. Our town right now is still struggling to survive and has high unemployment. But once our town becomes a city, we will face a different problems and challenges like any other city. It will be a totally different ball game.We have to be prepared to meet those challenges. But I believed that Bulanenos are very resilient people. With good leadership, the people of Bulan in general are willing to walk that extra mile to work together for a progressive Bulan City. Ummm, does it sound good? What do you think Jun?

  22. Hi there, let me first introduce myself. I am Guillermo C. de Castro Jr. currently a councilor of Bulan, Sorsogon.

    First and foremost, I am delighted to hear or rather read all your reactions to the proposed Bulan Airport. For now, it is still under construction and not yet near to finish. As what I heard when the members of the DOTC and ATO went to the municipality of Bulan. The said airport is targeted to be operational by year 2010 or 2011, hopefully. The figure of Php 15 Million, as I believe, it was used for the right of way for the airstrip. The Bulan airport has a span of more or less 1.4M, and it is situated at sitio Oyango. The airstrip is going to occupy some rice fields which is where the 15M was spent to the land owners for the right of way.

    A moment ago, someone called me and inquired about the airport because they are interested in putting up a Sardines and Canning factory in Bulan and having an airport in Bulan is a big thing for them. That is why I searched the internet for info of the Bulan Airport, for I myself am not aware of the exact operational date of the project. That is also the reason why I came by at this site. The companies name is TTC Development Corp./Supima Holdings, Inc. You can verify there intent if you want to, phone num is +632 631-94-45. I think, we can already see here the benefits what the airport can or may give to our town.

    For the other comments, regarding the hospital and healthcare, peace and order, poverty, and others. I am glad to hear that from you.     Thank you for informing the people of Bulan about the costs of the airport and of the interest of this Supima Holdings to invest in Bulan. If things would run well as scheduled then it’s indeed an important stage in the socio-economic development of Bulan and the start of a new dynamics in our political and cultural life. I think the observers have already discussed above the benefits of having an airport. For the local government it’s a challenge of an unprecedented scale.

    For us not to miss the economic momentum that this development will bring with it the LGU should have by now a plan ready to meet the demands and challenges that an airport locality will face like tourism, new industries, security, improved town infrastructures, enhanced environmental protection and waste management concepts and facilities, etc. If our LGU has been working seriously in the past, now is the time to double its efforts for there is more work to be done ahead.

    A small town like Bulan can achieve something big if there will be a teamwork between the LGU and the people of Bulan. If the LGU will not modernize its political concepts and attitude then let’s forget everything and just stay as it is now for the next centuries. And if the people will not have a positive attitude towards the LGU, nothing will happen also, and let us instead lay down our vision of a brighter Bulan. So it’s a choice we have to make together.

    But the LGU should lead the people realize the vision of a better Bulan with its concepts of progress. I would rather forget politics than progress for like you, my vision of a progressive and peaceful Bulan is actually no longer for me personally but for the children above and their own children in the near future. This is the idea behind when I say nothing is personal in politics. You will understand it only when you try to think in this direction, and this is my hope that our local leaders will go on with their daily political affairs with this in mind. There are sources of irritations in local political life naturally but be guided by the dreams of our next tagabulan generations, not by these irritations.

    It’s wise that you will focus on the solutions of the problems of Bulan like more open communication, upgraded hospital and public school buildings.
    We hope with Bulan Observer to be able to reach out tagabulans who can share their respective experiences in their own expertise to provide our LGU with some useful suggestions and solutions to the practical problems.

Ofcourse, to our Honorable Mayor Mrs. Helen de Castro, if without her that project will not prolong. And yet, the head of that project Congressman Joey Solis.

Hope our Mayor she had a plan for that kind of Public Hospital.

        Thanks for your concerns. You also have touched on very important issues like security for civilians as well as military personnel in duty and the issue of left extremism. These are national issues also.
        Again, right education and focusing on traditional family values such as cohesiveness, loyalty, respect and love of parents can already serve as solid guide for our young people in Bulan even amid poverty for them to stay away from violence but rather work hard to be productive members of the community and help engage in our fight for progress- which is in the first place a fight against poverty.

        For I believe that the root cause of any left extremism in any country is poverty for in a well-developed society, i.e. rich and educated, this problem doesn’t exist at all for there is no need for it for everybody feels dignified, respected and valued because basic needs are met like employment, food, shelter, education, security, medical care and guaranteed basic rights. With all these things satisfied no sane man would think of arms and destroy the system that feeds him which is capitalism and democracy.

        Poverty also pushes public officials and employees to engage in bribery and corruption which in turn aggravates poverty and dissatisfaction of the people, causing more and more segments of the population to distance themselves from the government institutions, far enough to the point that these people think the system that doesn’t feed and respect them anyway must be overthrown by a revolution for them to have access to the land resources. This is the Philippine reality.

        It’s not the love for any other ideology but the prevalence of extreme poverty and perceived social injustice that had driven some Bulaneños and other Filipinos to rebel against our government institutions.

        That’s why we are all irritated when our national politicians and public servants are behaving idiotic, wasting their time in Malacañang, Congress or Municipios and the public resources instead of working together to improve the basic services to all Filipino people.

        This is also the reason why people hate our political dynasties for they think they are all just interested in keeping the people poor by monopolising political power and the nation’s wealth. If this is so, then they are accountable for the growth of left extremism in the Philippines and it is just right that they pay taxes to the NPA, from the tax money they themselves have stolen from the people. But if the NPA’s collect revolutionary taxes from the very poor themselves, then they should not expect any sympathy from these poor people.

        Yet, it is True Faith in our own positive inner resources and deep reflection that I think would lead us out of this Philippine socio-economic dead-end.

    Ang masasabi ko lang sa ibang mga teenager ngayun, tamad,walang tiyaga,walang pangarap sa buhay at hindi ginagamit ang pagiging FILIPINO.
    Dapat pag-aaral ang isipin nila, tapos sasabihin na dahilan wala sapat na pera,kaya tambay na lang at kapag my nag recruit masama man o mabuti (OO) na lang para matawag na NPA at katakutan sila.

    Ako Miss Lorena,nagsimula din ako sa wala, nagtapos ako sa pagiging self supporting at summer job sa Olongapo (SBMA). Lakasan lang ng loob at tiwala sa dios ang kailangan.

    Kung matino naman na pulis ang pinatay, malamang ang pumatay sa kanya ay ang hinuli or nabulabog nyang mga Adik,Gang at Pusher.

    Tama ka,sa ngayon nga hindi na tolong sa mamayan ang NPA,dahil nung umuwi ako,napansin ko kumukolecta sila ng “paray” dalawang sako sa bawat “layhon” na inaani ng magsasaka,sa mga tindahan humihingi din ng mga goods sa tindahan at pera sa mga coprador.

    Hindi magiging “tios” ang isang teenager kung gamitin ang utak at palawakin ang kaiisipan. Alam kasi ng mga kabataan ngayon, mag-inom, magtambay,gumawa ng responsibilidad na hindi naman kaya pangatawanan,sumabay sa uso, magpaporma,makipag-inuman at kapag lasing na kala mo kung sinung siga na hindi kaya tablan ng bala o itak, maghahanap ng away,mangorsunada, lalo na doon sa ZONE-2 puti na cruz.

    Eh panu kunting dilihensya, padi matagay kita,pampainit lang, hanggang sa mangutang na sa tindahan kay bitin an “2 bottle of jumbo red horse”. Lalo na kapag may “barayli” seldom to found teenager not drunk. Ayaw nila simulan ang pagbabago ng buhay nila,kaya good luck na lang.

    • Thanks bHezto5 of Riyadh, KSA for your views about your native town. You just mentioned the problem of alcoholism in Bulan which is a very important topic. I knew it and observed it again a few months ago. I hope somebody would post here an article concerning this problem. We’ll also try to write about it.
      We all wish the best for our town and do our share whatever is possible, and for now, advise our young Tagabulans to stay away from alcohol but instead use their time intelligently. I know how complex this social problem is – and this is not a Bulan-specific problem, it is a national problem. Leaders from different sectors in Bulan and families should help one another in preventing their children from drinking to invalidty by developing adequate programs that tackle this issue. We never wish to have more and more alcohol addiction in Bulan. This cannot be totally eradicated but right education can save many.

      Keep observing Bulan from Riyadh and help spread the news from Bulan to our Kabungtos there.

  27. BULAN’S GREAT ATHLETES!

    Hello and good morning to all!

    Maybe it would be good if I put in a little topic under this column, that may be a source of pride for all of us in Bulan.

    In the light of recent developments in sports, the Philippines has been in the sports map, in the boxingworld especially. Thanks to the great exploits of Pacquiao, Viloria, Donaire, AJ Banal, and so many others…

    But perhaps many do not know, lalo na an mga taga-Bulan that our town has also produced great great sportsmen.

    In the 1960-70s, Bantamweight Romy Guelas of Bulan was WBC’s 8th-ranked in the world. He was undefeated in the Philippines. He even fought World Champion Olivares of Mexico but was TKod in the 6th round. He defeated a lot of Mexicans, Thais and Japanese fighters. He had 70 wins, 11 losses.But due to poor handlers of his career he was not ably promoted in the ring. Tio Romy Guelas is now living in Brgy Libertad. Simple and yet still strong, ever the tough guy he was.

    Patricio Gaspi, brother of Atty. Benjie, now coach of the Philippine Boxing Team has been a consistent amateur middleweight champion both here and abroad during his peak years as boxer. He brought so much honor to the country by winning golds left and right here and in the international competitions.

    A certain Estiller of Brgy Osmena, later known as Star Bulan, was silver medalist in the World Youth Games in Cuba in 1979. Later he was Philippine champion in his division.

    In athletics, Civico Granado was the Philippine Record Holder in the hop, step, jump event, from 1937-1941. He was 10th in the world rankings in 1938 and 8th in 1940. This was from the record of the IAAF. You can search it in the internet. He fought in Bataan, and died a guerilla in Bulan. We honored him with a street named after him in Zone 8 and Obrero.

    Segismundo Hilao of Baybay, was ranked sixth in Asia in the 1950s in the Pole Vault. He died only two years ago at a very ripe age. I met him and was so awed by his humble presence.

    Romeo Gido of San Vicente was a tough middle distance champion of the Philippines. He is now a coach of the Philippine Athletics Association. He won SEA Games golds with his relay team.

    In Basketball, we have the likes of Boy Pico Villareal of MICAA, and Mar Gimpaya Morelos of the PBA. He is now a city councilor of Valenzuela City.

    And just recently, Rene Hadap of Brgy San Rafael placed decently in the 2009 Tour of Luzon. He will soon be competing in several Asian Biking Competitions this year and next year.

    We are a proud community, and we shall always prevail, despite so much hardships, these people are an inspiration po.

    When we come out with the Bulan Website, we shall see more of Bulan. This is an undertaking sponsored by Mayor Baby De Castro.

      It’s good to know that Bulan is home to many exceptional sportsmen, too.
      I didn’t know that boxing runs in Atty. Benjie’s blood.
      So, it’s a Bulan strength that must be nurtured in today’s youth of Bulan. The LGU should organize more such sports activities/competitions like boxing, chess, marathon, sprint and martial arts.
      In your list I did not see the name of Dante Gonzalgo, a once stellar PBA player.

      I’m looking forward to this Bulan Website for me to see more of Bulan.

      Also, I hope that our Mayor Helen De Castro is going to publish soon her Report To The People Of Bulan 2009.

  28. BULAN TOWN GIRDS FOR PISTA SA KABUBUDLAN 2009

    Bulan, Sorsogon – In what appears to be the biggest gathering of participants thus far, the Local Government Unit, through the Office of the Mayor and the Municipal Environment and Natural Resources Office (MENRO) are now preparing for the forthcoming Pista sa Kabubudlan 2009 to be held at the Bulan Ecological Park (Ecopark) on the first Friday and Saturday of October.

    Several thousands of participants from all walks of life, especially from the youth sector, the schools, the barangays and from different organizations and sectors, will once more troop to Barangay Calomagon where the Ecopark is located to particiapate in different ecological activites, to be highlighted by a massive tree planting event in the 14.5 hectare-area.

    This will be the fifth consecutive time this event is held since it was first launched in 2005 by the incumbent Mayor Helen C. De Castro, one of whose programs was on Environment Preservation and Protection.

    The event will feature several festive activities which include environment film-showings, ecology seminars on recycling and re-use, concerts, disco-dancing, overnight camping, a Holy Mass and other religious activities, a Mutya ng Kalikasan Search, Laro ng Lahi, games and funfare, and the Tree-planting activity.

    This year, several government agencies outside of Bulan, including Mayors from other towns will come to observe the Pista.

    The Pista sa Kabubudlan and the Ecopark are part of the Mayor’s Environment Programs. The Ecopark was once a garbage site and the mayor was responsible for converting it to an Ecopark. Now it is part of the DILG Replication Program or GO-FAR Program for other LGUs to follow.

    Bulan Town has been a consistent recipient of many awards and recognitions for its novel and trailblazing environment programs, among them the Gawad Pangulo sa Kapaligiran, as National Finalist from 1996-1999, Saringgaya Awards in 2007, Outstanding LGU for Solid Waste Mangement Program in 2008 and as GO-FAR Model LGU in 2008.

    • I have no updates concerning this drawing. It has not been mentioned also in the 2009 Year-end Report of Mayor Helen De Castro, a thing worth mentioning actually even if it is not her project because it’s in her place of jurisdiction, not in Irosin or somewhere- but in Bulan. I suppose this airport has something to do with the future of Bulan that’s why it is also important and worth mentioning even if it’s under the responsibility of a political rival, namely, Jose Solis.

  34. As reported at DOTC website, Bulan airport is 95.5% completed…. as of now ang concreting ng taxiway ay nasa 40% (estimate) pa lang…..hehehehe see for yourself… do you smell something fishy?

        Maybe the money left was just enough to build a Fishport, not an Airport.
        We should report this to DOTC Secretray Roxas. Is Solis not yet jailed?

        It’s also pathetic that Mayor de Castro shows no interest at all in this project of Bulan getting an airport. This is the effect of partisan politics, not the interest of the community but self-interest having the priority.

        But this attitude seems to be becoming obsolete already, hence, Mayor De Castro is a left over of the Arroyo regime, the time when the entire Philippines was practically transformed into a Fishport.

  37. mr hartmann, good day to you!!! i was already excited to test legazpi-bulan flight for quite sometime now. coinciding with balikbayans grand homecoming event in bulan this year and then usual alumni reunions and town fiestas, transit whale sharks seasonal tourists and spectators to donsol, etc..this airport would have served its purpose substantially.
    anyways, just like you or any bulan- related travellers, im also interested to know more updated information about this bulan airport project.

    Question: Will there be an airport in bulan or not?

Good day sir, gusto ko lang malaman kung ano na ang balita sa Bulan airport ginawa lang ba to para sa mga joggers or nagpapractice magdrive? wala ba talagang pakialam ang govt. natin para sa mga ganitong kaso? enough ba talaga ang budget para dito o naitago na ng salarin? wala ba kayong gagawing action sa bagay na to? pano nyo isusulong ang project daang matuwid kung di nyo gagawan ng action to? dapat managot ang dapat managot! hindi yong kung sino lang ang nakakainitan nyo!

  40. it’s true, nothing came out right with this Bulan Airport project. That’s really miserable. But it’s expected in a way because this project was concieved during Arroy’s rule when corruption was rampant. The Bulan LGU leadership was also not interested in this project for political reasons. It’s pathetic really that the upgrading of Bulan had to give way to these political rivalries. May this Bulan political “mentality” end soon. Bulan needs new leadership- and the people of Bulan should realize and put this into action comes next LG elections.

Mapagalon magbyahe pakadto sa legaspi para lang magsakay sa eroplano. Nano na baya an nangyari kay hanggang niya wara pa yuon na airport. Sana diri magpromisa kun diri man kaya. Saka diin ka pa lan makaimod sin bunto na may jollibee pero wara sin mayad na gov’t. hospital.

    • The public servants- many of them- of the past administration were dictated by the logic of greed that I call that’s why it was all lip-service only, nothing came out productive because they already pocketed the funds beforehand for such projects or for the maintenace of hospitals like the Pawa in Bulan.
      So I really think that those who collaborated with Gloria Arroyo, Raul Lee and Solis should no longer seek for re-election and may they be charged with plunder and be imprisoned.
      We shall follow their case and never think that Bulan Observer has already fallen into deep slumber. It’s not, it’s awake, like a sniper from afar patiently waiting for the best moment.

  42. Looking forward for resurveying and landowners must show their proof of ownership…meaning with land titles not only tax declarations…I believe their are 12 CAA Lots covering the old airport in exchange for the lots used in the new airport.

Gud evening, I am sharing my opinion regarding the airport project, regretful it was used again and wonder why the gov is wasting money for it over and over again…first the present airport was not the original airport acquired by the gov thru the CFI of Sorsogon decision [expediente 15 dated Sept. 1940] awarded the lots to the commonwealth gov of the Phil in favor of the airport.It is located where the mun bldg now stands and ends near the Oyango bridge.It was beside the prov road,the Japanese tower stands on the other side of the road near Oyango river. Aso tunnels from nearby hills can be seen in Bureau of Aeronautics 1945 map. When the plan of transferring the airport westward according to Atty. Leon Lising, a CAA investigator on his report dated July 4,1958 many landowners did not want their lots be sold, some of them refuse to sell because of the price [3cent/sqm] was low and some were old family properties and did not want to part from them. To help in an amicable settlement Cong Modesto Galias suggested to the NAC office in Manila that in as much as the remaining portion of the old site would be vacant, why not just take an exchange offer to these landowners a portion of the old site in exchange for those to be used by the airport. The suggestion was taken, the area covering the old site was occupied and cultivated. The deed was made and awarded Aug 1965.I saw the files in caap records 12CAA lots [deed of exchange] however the LGU did not recognize the deed. We are landowners paying the taxes of our lots which is now a runway…last summer I saw the map of Brgy Aquino where the airport and the Mun bldg is found… dismayed to see the old road, not the present road on the map.. asked the person concerned why an extinct road exist on your map? [yan ang dinatnan namin- ang sagot]…the road on their present map is not going to San Francisco instead near the tunnels on the nearby hills or going to the old airport bldg, so the present Mun bldg is not also along the road on their map…I also asked him a copy of the development map and list of people paid for their lands for the new project. He said they had none. How could the airport be possible when the records themselves are impossible? … hoping the new admin will find time to see the maps and records..if possible resurvey the area, ask proof of ownership from the owners. We don’t have to pay for these lands since the gov already paid for them. Since we are among those who did not sell their lands but instead took the exchange, but in LGU records we still own the lot area covering the runway and continuously paying tax… so will I have to build my house in the middle of the runway?

    • Thank you Christine for this background information. I never would have know this story.
      This shows that BO is still being used by our Kababayans as a platform for posting theme-related information and for effecting change in our town.
      We should bear in mind that nothing serious and correct really happened during during the past administrations in the Philippines, nationally and locally for, as things are coming out now, our supposed- to- be public servants were nothing but public thieves driven by the logic of greed and the past local administration was no exception. Yes, these were ever-hungry thieves who voraciously fed on pork.
      Anyway, I understand that your land was exchanged for another yet your name still appears as owner of that portion of land in that whole land that is now being used as an airport. Do we really have an airport now or are you referring to a construction site only?
      Now do you pay taxes for the land you’ve got from this exchange deal? Or you pay only for your original lot?

Ok,sana maging operational na para madali na makapunta sa sorsogon ang makita ang mga naggagandahang isla at yaman dagat.hindi lang ang mga taga Bulan ang makikinabang ng ganito proyekto kundi buong bayan ng sorsogon lalo na yun kalapit na bayan nya like Matnog.at dahil dito magiging buhay ang turismo,trabaho at oportunidad sa pagnenegosyo malaki ang pakinabang ng mga locals lalo na sa kabuhayan ganun din ang LGU’s .at higit sa lahat makilala ang sorsogon bilang isa sa magandang tourist destination ng tulad ng Boracay at Palawan.make this airport a reality for better and progressive Sorsogon.
